.SYNOPSIS...Light to moderate rain is expected to continue through
Thursday, primarily north of Cape Mendocino. Rain intensity is forecast
to increase late Thursday night into Friday, resulting in a slight
risk for minor urban flooding for Del Norte and northern Humboldt.
Periods of light rain are expected over the weekend, before a
longer stretch of drier weather develops next week.

.DISCUSSION...Rainfall intensity is forecast to weaken and shift
northward toward the CA/OR border later tonight into early
Thursday morning as an upstream trough approaches 130W. Rainfall
should diminish early Thu AM, however the break may not last long
and drizzle-rain may persist all day. HREF ensemble mean does
show precip picking up again in the afternoon Thu, before
dwindling again by mid to late Thu evening as southerly winds
increase in advance of a cold frontal boundary. This cold front
coupled with a IVT > 500 kg/m/s ingested in the southwest flow
will enhance rain rates across the forecast area, primarily on SW
facing slopes in the mountains. The heaviest rain is forecast to
occur late Thu night into Friday morning in Del Norte and far
northern Humboldt as a progressive surface front and southwesterly
IVT plume intersects the coastal terrain. Rainfall rates of
0.25-0.50in/hr are probable. Moderate to locally heavy rainfall
rates will then spread southward into Mendo and Lake counties
through the day on Friday as the boundary weakens and moisture
influx diminishes. The 12z ECMWF Extreme Forecast Index (EFI) and
Shift-of-Tails continues to signal potential for an anomalous
rain event compared to the reforecast analysis for Del Norte/Northern
Humboldt for the 24 hour period 4 pm Thu to 4 pm Fri. This does
raise concerns for possible urban and small stream flooding late
Thu night into Friday morning. The risk for landslides and debris
such as rocks on the roads will also increase through the period.

A colder air mass will spread across the West Coast behind the cold
front Friday afternoon and evening. Steeper lapse rates are forecast
on Friday as 500 mb temperatures cool to - 29C. Instability is
forecast to increase with cooler air through the entire column.
Low buoyant energy less 200 J/kg and interaction will local topography
may support updrafts and isolated 30-40dBz cores extending to
-20C for development of low topped storms or lighning. Storm will
be capable of producing gusty winds, locally heavy rain and small
hail.

Broad flat ridging is expected to devleop over the weekend. Determinsitic
and ensemble guidance show additional weak frontal systems moving
over the offshore ridge this weekend and light rain will be possible.

Much drier weather is expected next week as a rex or omega block
emerges early to mid next week. About 20% or less of ensemble
members indicate light precip possible just about each 24 hour
period. NBM means and 90th precentile gusts indicate fairly robust
offshore flow over higher elevations and across wind channeled
terrain. This drier scenario appears to be the most probable
outcome early to mid next week (80% chance) as a massive 500mb
height anomaly emerges offshore the Pac Nw and eventually edges
southward. How dry and for how long remains uncertain due to
noise in the ensemble clusters. DB

.AVIATION...Impactful MVFR-IFR/LIFR low Cig/Vis, light rain occasionally
moderate to heavy, gusty coastal surface winds continued across the
North Coast through afternoon. These flight hazards were more
pronounced over Del Norte. Previous discussion: "South to southwest
winds aloft of up to 45 kts around 1500 to 2000 ft AGL will continue
to create low-level wind shear". Cig/Vis in mostly light rain will
deteriorate through Thursday morning. Interior areas: weather will
worsen at UKI through the evening. /TA

.MARINE...A narrow band of elevated winds is still evident along the
north coast, with buoys reporting 25 to 30 knots this afternoon.
Even as winds are expected to gradually diminish over the next few
hours, a long period NW swell will fill into the waters this
evening, driving wave heights back up to 10 to 12 feet. Advisory
level seas are forecast to continue as additional westerly swells
and elevated southerlies persist into the weekend. GFS and NAM
models are still indicating potential for gale gusts on Friday with
a stronger frontal system, but confidence is low on the exact
timing. A large long period westerly swell approaching 16 to 18 feet
is forecast to arrive late Friday into early Saturday. JMM

.HYDROLOGY...Periods of light to moderate rain will continue tonight
through Thursday as a warm front lifts out to the north and a cold
frontal boundary develops offshore. This cold frontal boundary is
expected to cross the area late Thu night into Friday morning,
generating widespread moderate to locally heavy rainfall in Del
Norte and portions of Humboldt County. Due to saturated soils,
expect rapid run-off and an increased risk for minor flooding of
urban areas and small streams. Rapid rises are also expected on
main stem rivers on Friday. Based on the CNRFC probabilistic and
deterministic hydrographs, all main stem rivers are forecast to
remain below minor flood stages. For the latest stage forecasts,
